سازمان نظام صنفی رایانه ای کشور از تیرماه سال 1384 براساس قانون حمایت از پدیدآورندگان نرم افزار (مصوب 4/10/1379 مجلس شورای اسلامی) و آیین نامه مصوب هیات وزیران (مصوب 24/4/1383) فعالیت خود را آغاز کرد.این سازمان به عنوان بزرگترین تشکل مردم نهاد در حوزه فناوری اطلاعات و ارتباطات، با تلاش بی وقفه دستاندرکاران صنعت ICT کشور، با هدف تنظیم مناسبات بخش خصوصی و دولت و مشارکت موثر در ساماندهی امور تجاری رایانه ای، پیش از این در قالب انجمن شرکت های انفورماتیک از سال 73 فعال بوده است که درنهایت سال 84 براساس مصوبه مجلس و ائین نامه هیات وزیران، تحت عنوان سازمان نظام صنفی رایانه ای فعالیت خود را در مقیاس وسیع تری ادامه می دهد.
