El Instituto Internacional de la UNESCO para la Educación Superior en América Latina y el Caribe (IESALC) fue creado por la Conferencia General de la UNESCO en 1997 a partir del Centro Regional para la Educación Superior en América Latina y el Caribe (CRESALC) establecido en 1974. Es el único instituto especializado del sistema de Naciones Unidas que tiene como objetivo contribuir a la mejora de la educación superior en los Estados miembros.Su programa de trabajo y presupuesto son aprobados bianualmente por la Conferencia General de la UNESCO. El Instituto está regido por un Consejo de Gobierno cuyos miembros son nombrados por la directora general de la UNESCO a propuesta de los Estados y de las redes y organizaciones de educación superior. El funcionamiento cotidiano del Instituto es responsabilidad de su director.
